Salute to the Cleveland Browns for breaking a 17-year streak atop the overhaul tiers list.

If the Browns can win 11 regular-season games and follow it up with a road playoff win, there's hope for the seven franchises hiring a new head coach and the teams without a clear-cut answer at quarterback and the teams with a flat-out bad defense.

Now that the season is over for all 32 clubs, this is the time of year for buzzwords such as culture, cohesion, chemistry and synergy. The teams that don't have to use these terms played into January and February. The teams that do simply need better coaches or players.

But nonetheless, the overhaul tiers are ready -- well-stocked with offseason priorities for each to get better over the next six months.
